Can someone advise what the power delivery port is supposed to do or power? I have the OWC Thunderbolt 3 - 14 port hub with its own power supply. One TB port labeled as the power delivery port to be connect to the computer. Given I have an M1 Mini do I have to connect it to the power delivery port or does it matter?

No, it does not matter if your computer has another power source like the Mac Mini.
It does matter if you are powering you computer directly from the Dock, like MacBooks.
