TICKR X HR Strap and activity monitoring

If I have an external HR Strap (in this case a TICKR) paired with my watch does the TICKR take over the HR functions thus turning off the HR functions of the watch and saving batter life?

Out of interest, why the external HR strap? The Apple Watch has proven to be incredibly accurate and will likely give you a more accurate reading than any strap.
