Can you install OSX Tiger 10.4 on MacBook Pro Retina (Early 2013)?
 
No, and you cannot install Mac OS X 10.5 Leopard nor can you install Mac OS X 10.6 Snow Leopard, as all those Mac OS X versions lack the drivers for 2012 Macs.

You can however install Mac OS X 10.6 Snow Leopard Server as a VM.

Why do you need or want to install Mac OS X 10.4 Tiger?
 
No- it does not contain the necessary drivers to run you mac.
Why do you want it anyways?

To be honest I still prefer Tiger over SL, up in the air on Lion. It was just a solid OS, though I certainly understand if you feel differently.
