Tilde Key not working Total War Medieval II

Loaded system 7 on Mac book pro OS X. Game play fine except the "tilde" does not work. Preferences are set in English,it is a US keyboard. I removed and relaoded the game. No Go. Is this a Mac problem or a MS problem?
Any insight would be most appreciated.

Yes, it activates the Shell "cheat" menu. Works on XP on a PC,does not function within System 7 on a Mac book Pro.
