I have set my location manually, I have set time to NOT be set by server. My timezone is correct, yet every time I restart my computer it will be 4 hours early, even if I manually set the time before the restart. Whats the deal?

I'm curious. Why would you not want the time to be set automatically by the server?
 
Because regardless if it is or is not, it is incorrect. I deducted that the reason it was incorrect was the syncing. But it's not! It automatically changes the time.

Have you made sure you've selected the correct time zone in System Preferences? If you have and it's still wrong, reset the NVRAM, then try again.
