Time Capsule (newer version) capped out at speed?

I recently got an upgraded modem (45mbps) through AT&T. I have my Time Capsule connected to it through an ethernet cable and I use my TC for my WiFi.

Problem is when I do that I'm capped out at 24Mbps (or less via WiFi) vs the 45Mbps my Mac Mini gets my directly connected to the AT&T router.

Am I doing something wrong?

@GizmoDVD Test the AirPort's speed by connecting a computer to the Time Capsule directly by Ethernet.
