I am working on a machine where the user migrated (and failed) to High Sierra.
The machine came up with a message that the install failed and wanted to restart.

I was able to boot from external drive and mount internal drive to access data and copy to another drive.

The user thinks they have a backup of the machine on Time Capsule.

I do not know password to Time Capsule.
If I reset TC to default (I know the data will still be there) but will it be password protected still?

I don't want to reset to default if all it will do is reset the network environment causing further headaches.

It depends... if you reset you will be able to login to the Time Capsule and see the backup drive. But if the user selected the "Encrypt" option for Time Machine, then the backup disk will be encrypted separately form the TC login password with a password of its own.
