My Time Capsule (4th Gen I think. It is the old flat shape and dual band) has the solid green light but doesn't broadcast a wifi signal. It also isn't recognized by AirPort Utility when I use Ethernet to plug it into my MacBook Air.

I have tried unplugging it and then turning it back on, but not much else. I just hard reset the router yesterday due to an unrelated problem.
 
You want to remove the power cord, insert a paper clip into the reset hole, plug in the power cord and continue holding the reset button until the front light flashes rapidly. Then release the reset button and reconfigure.

I see this issue on some AirPorts when they are used in certain DHCP environments. The fix is to downgrade to the 7.6.1 firmware and it usually fixes it.
