After reading the description for Time Capsule on Apple's website, I came to the conclusion that TC is basically Airport Extreme Base Station + hard drive. Does that mean I can connect a computer to the TC via Ethernet...and wirelessly connect the TC to an Airport Extreme Base Station which is connected to my cable modem, giving whatever is connected to the TC Internet access?

Yes. I ran exactly that configuration in my last house. Several wired devices were connected to the TC which got its internet from my AE.
