Not sure if I dreamt this but is there a time limit from filling in the meta data to uploading a binary?

I seem to remember 90 or 120 days - but what I really want to know is if I upload a binary and reject it myself does that stop the clock ticking?

Does anyone have experience of this?

From what I remember happened to me once, you have 90 days. And uploading a binary and rejecting it doesn't stop the clock, but it does reset it back to zero.

I second this, I just had an old project taken down automatically.
