Hello,

i have moved my iTunes library to an external HD connected via usb.

will time machine still back it up, ?

or will TM online backup whats on the ssd installed on the mac mini.

If you don't specifically exclude it under System Preferences/Time Machine, Time Machine will also back up your external drive. Keep an eye on it when doing your first new backup though.

so would you say its now safe to delete the itunes library from my mac mini internal drive,

I've moved it to an external to save on space.
 
If you've moved the itunes library to an external drive and re-directed the location of the media files in iTunes, you should be fine deleting the media files from your mac mini internal drive (be sure to only delete the media files sub folder, NOT the whole iTunes folder one with the iTunesLibrary.xml etc.). And be sure to check your time machine backup if it really backs up the external drive.
