I have an Apple Time machine backed up external HD from my 2009 Mac book Air that was running E L Capitan OS in 2016. This back up will have my saved photographs (I use to modify photos was taken with my Cannon EOS 5).
1.Can I access the above HD on my present Mac Book Pro (year 2017 machine) runs Ventura OS without causing any harm/corrupt to either my MacBook Pro or the data on this external HD?
Is it safe for me to just connect to my MacBook Pro and access the folder with photos?

Time Machine backup disks from that era were formatted HFS+. Your 2017 MBP should be able to read the disk. No harm will come to your 2017 MBP or the external TM backup disk. If prompted to adopt the backup as TM backup, just click "No" or "Cancel". Then you can navigate the folders on the disk using Finder. You should be able to copy any files off the disk to your 2017 MBP. Recommend you start poking around the folder with the latest timestamp. You won't be able to use Photos unless you copy the entire Photo Library off the external disk onto your 2017 MBP and then import the library into Photos. Or you can import individual photos copied off TM external disk one by one.
