Opinion... What's better for my pro? A fresh install or a time machine backup? Does the mac os care? Basically looking at performance
 
Performance-wise, there is no difference. The only performance difference you would notice by going with the Time Machine backup would be not wasting several hours reinstalling everything.

IIRC, there's an option to restore totally from TM, and one to install the OS fresh, then import user settings and apps from TM, and I choose the latter, to get a fresh install.
