Time Machine - Backup Then Restore Over Fresh OSX Install?

As the title mentions, I just upgraded to Lion but the performance of my machine has tanked and it's crashed quite a few times (become unresponsive, had to do a hard reboot etc).

If I do a time machine backup, and then reinstall Lion, will I be able to restore this backup to my machine with everything in place? Or will the performance issues still be there if I do this?

If the gremlin is in your software somewhere, restoring from a backup will bring it back. Do a clean install if you want to prevent that from happening.
