What's the best approach?

Software RAID 1 with two drives?

OR

Two independent Time Machine Backups. One for each drive?

Two independent Time Machine drives is better because you can rotate them to offsite storage.

Does it perform the backups in serial fashion? ie. one at a time and not in parallel?

Yes it does. Each is a complete, independent backup.
