HI I had a 2015 retina.
I just bought a 2017 retina and did a time machine restore.

Now I see that Safari has no passwords, and Im screwed up bad, as I dont even remember the passwords.

Whats wrong ?
 
If you want passwords saved in Time Machine, you need to make sure that the 'encrypted' option box is enabled for backups. If not, Time Machine will not save your passwords. Same thing applies to iPhone backups in iTunes.

backup the old with passwords checked (will require a password) and then restore again to new.
