Time machine + Mac & PCs + External Hard Drive

What is the best way to set up a new external hard drive if I want to be able to use one partition for Time Machine backups from my MacBook and another partition in order to transfer and back up files back and forth between my Mac and all of my family's PCs? I have been able to figure out part of it, but would love to get all the steps before I get the drive and Time Machine configured. Thanks!
