time machine.. question

if i happened to get a new computer, would time machine automatically put all of my programs on my new computer or would i have to have the original .dmg or zip file etc.. and then install it. also would it put everything that i had on my old comp on my new one? such as all my playlists and songs in itunes and also what about my folders and stuff will they all be there too?

can i pick what i want to transfer or does it do it all itself
