Time machine -restore to external HD?

Hi. I’ve a question about time machine backups & external drives & could use some help, please.

I’ve got:
-computer with 256gb hard drive
-external that holds my photos library (photos app) & a handful of other files that’s 1TB
-external time machine backup of them both that’s 2TB

Question:
If my 1TB external fails, how do I restore just that 1TB photos library (& other assorted files) from my time machine backup to a new 1TB external? Simple? Complicated? Buy a larger internal HD?
