Time machine set to OFF but still backs up

I've set the time machine preferences to OFF and the icon in the menubar is grayed out but it STILL starts spinning and backing up every so often. Mounts the previous backup drive on the desktop and everything.

Why won't it stop?

13" MB Air 10.7.2 Lion. All latest updates installed.

Have you ever used TimeMachineEditor? It overrides the normal settings.
