Time machine stuck on "indexing backup"

Snow Leopard's Time machine keeps spinning and it says it's "indexing backup". Restarting does the same thing. Should I reformat the backup drive and start over? Disk Utility found no errors, but it won't let me repair permissions.

UPDATE: Problem has gone away, for unknown reasons.
