Time Machine stuttering

Hey people I was just wondering is it normal that when I click on Time Machine it takes about 30-40 seconds for it to be able to use it. The background keeps freezing up and stuttering and even whilst I use Time Machine it freezes a lot?

It's been like this since about 8 months and it's just annoying me now. I have it set up with a Time Capsule which is about 5 meters away from me.
