I think Time Machine is the bees knees for backing up my families OSX computers.

Is there an equivalent PC version, most importantly one that doesn't overwrite a fresh Windows install when restoring.

Google is your friend, my fave is FBackup (free) for the data and using Winclone to make a partition image.

You have your backup and restore option in your control panel. But, if you're looking for a cloud type backup, i would suggest checking out Google Drive.

Unfortunately on the several occasions that I used this it eventually gave problems - even at times unable to do a restore of any kind.

PS I highly value and test monthly backup / restore procedures and do not want to get caught out by unreliable stuff. My business depends on it.

Well i don't know too much about the back up and restore feature, i just know you can copy your files to a USB drive and have all your info on there. And with google drive its basically the same thing without the USB drive. Like if your computer crashed completely and you have a Gmail account, you can automatically recover anything that you put in there.
