I erased my TM HD to start fresh and the TM system still thinks my disc is full?

How can I reuse my previous TM disc?
 
Erasing the drive should have done it, as all data and indexes for TM should have been wiped.

Drive formatted correctly (GUID, Journaled)? Where are you seeing the message and what is it exactly?

I erased it again guid journaled and its empty, then when trying to write to it as a time machine hd it says its full again.. nuts..

Forget Time Machine.
Try either CarbonCopyCloner or SuperDuper instead.

Both have 30 day trials, trying them costs you nothing.
If you don't like the cloned backup, just erase it and go back to TM.

But I'll reckon that if you try it, you'll like it...!

I use carbon copy cloner now.. I thought have time machine too would help me since I do photography jobs and it may help if something goes wrong while working.?

It depends how you set it up, regarding the frequency of backups.
