Time Machine will not overwrite old BU

What is going on with Time Machine. Isn't it suppose to over write the oldest backup with the new one? I have a 500GB drive I am backing up to and it's telling me the BU is 300 something GB but there is only 31GB free. Why isn't it overwriting to old BU?
