Time Machine

I recently did a back up on my MBP before upgrading to MacOS using Time Machine. I backed up to a external hard drive. After the upgrade, the external hard drive is now unresponsive and I want to perform another backup. I purchased a new external drive and want to start the process again. However, I noticed something strange with Time Machine. I'm unable to access the menus. When I open the app, I'm stuck on the restore screen that shows the cascading tiles that represent previous restore points. I'm un able to access the preferences menu which I want to use to select the location of the drive for my next backup. The restore screen seems to be locked somehow and I'm unable to access any menu items.

Has anyone else had this problem?

Sadly, restarting didn't work.

There should be a Time Machine item in your MenuBar when in Finder. Pull it down to "TimeMachine Preferences".
