Time zone change (automatic)

Is anyone else having an issue with phone updating to local time? I travel back and forth over eastern/central time zone daily and for whatever reason my iphone4 will not update to "local" time. 3g and 3gs have no issue with this. Before you suggest, "set time automatically" is toggled.
