Time zone going wacky? Please help

When I turn the phone on its on the correct time zone, but when the "E" for edge comes up, the time zone skips ahead an hour... I did a restore, no effect. When I do a reset, it goes back to the correct time zone, but once it gets internet signal, it changes again to one hour ahead...

Any insight?
