yo. i was wondering if you could back up your whole mac on an external harddrive that isn't time capsule. because frankly timecapsule is pretty expensive :D

yes! i am currently using time machine with an external hd connect to my mbp via usb

Yes,of course you can!!! Most people have external hard drives(not TC) because if the price!!Nothing to worry about!:)

can you back it up when you want to? because im going to be moving around a lot and i don't want to carry my external harddrive around with me. like can you just manually back it up when you want to?

Yes, when you plug in your external you can click "back up now" at your own leisure.
