So I can transfer files to my file server. 3GB less than 5 minutes, 10GB less than 15 minutes. I can't for the life of me complete a timemachine backup. It either fails and or timemachine says that it needs to make a new backup and delete the old one. I have a Macbook Pro early 2013, What do I need to do to figure out what the issue is?

Do you use an Airport Extreme or a TimeCapsule?
A friend of mine had a similar problem with an external drive, directly connected to her mac. The external hard drive was failing. Did you try to exchange the hard drive and see if it solves the problem?
 
I am using a custom NAS. I can read and write from that server all day long but I can't get it to back up to it. I connect via AFP. I did have a Western Digital WorldBook attached to the network and that worked for backing up until it failed and it was not redundant so I lost the data on that drive. That has been the only thing I have gotten to work at wasn't a drive attached to the laptop.
