I the last week I've had the timer completely hang up twice. Cancel & Reset buttons do not work. At that point I can ask Siri to set a timer but after its done the hang is still there. Only way to clear it is to delete the app from the watch and then re-download it. Apple definitely needs to do some clean up here.

I've noticed the Timer has been slightly less reliable on my Series 2 lately. I've never had to completely delete the app though.
 
Have experienced this occasionally on my series 4. I believe it's an issue with WatchOS 6.1 as I never experienced this prior to updating.

Anyway, I've managed to work around the glitch by force quitting the Timer app (thus avoiding the need to restart the watch, or as the OP is doing uninstalling/reinstalling the app).

You can force close the app by holding down the side button (not the digital crown) while the timer is active. Once it changes to the shut off screen, press and hold the digital crown button until it returns to the home screen. You should now be able use the Timer normally again.

Hopefully Apple fixes the issue so we don't need to apply these workarounds.
 
Thanks, at least the force quit is easier and faster than deleting and re-installing!
 
Yes. This. My AW4 custom timer hangs all the time since watchOS 6.1 update. Forgot about force quit. — Have been power cycling. Sux.

iOS updates come out like every week, but iOS updates take forever
