Timing of Free Unlocking software and $100 rebate

Here's a thought. Maybe Apple is waiting for people to unlock their iPhones with the new free unlock software. Maybe their rebate will only cover phones that are not unlocked. All the people who have unlocked their phones will not be able to qualify for the rebate.

Will all 1 million people need to haul the phone back it for the test ?
