Mine came with new charger, new cable, and a truly immaculate iPad (not the tiniest scratch, dent, or fingerprint).

Everything had Apple's plastic sheeting on it like new/refurb devices. So except for the plain brown box and warranty, it appeared to be refurbed almost as well as an official Apple refurb.
