....on the 4G Touch, they are. Apple just added a new setting. I too was confused when I lowered the volume to zero yet when I turned the device on and off, it clicked at maximum volume. Go to Settings>Sounds, and click the button under the slider. That should fix the problem ;)

this totally messed with me too until I found that setting. Thanks for sharing this. I'm sure it's going to bug a lot of people before they figure it out.
