Today Screen Widget Question

On my iPhone 12 (iOS 14.4) when the iPhone is locked and I swipe right to the Today screen none of the widgets react to being tapped. But in my iPad Mini 5 (also iPadOS 14.4) and swiping before unlocking it, the widgets will react to being tapped.
is this the way it’s supposed to work or is there a setting I am missing.
