Better is always highly subjective, regardless of topic. If one needs/wants locally stored map data then no solution that relies on a data connection for maps can be better. Don't just assume that your own needs/wants are universal.

As an iOS6 user i can tell you that the Tom Tom app is much more feature rich. The only thing the default Maps app has over it is the ability to display itself on the lock screen.
