TomTom GPS US and Canada problems?

Any help would be greatly needed....

I just got an iPhone4 today and I am downloading back my 3GS apps. When I try to download the TomTom GPS US and Canada app it loads aboit halfway then the blue progress bar disappears, but the app still says it is loading....but it is not.

The weird thing is when I go to delete the app delete X won't come up.
