Hey I was wondering if anyone else has noticed that tones, even purchased ones, have better quality when used as alert tones rather than the normal ringtones. And is there anyway to fix this? Or is it just a problem with my phone? I have a 16gb 4s.

Yes, this is a bug on the 4S. Please send feedback to Apple. It's the only way they will address this.
