I'm using FCE and created a HD trailer. I exported it using H264 and the highest possible settings. When I watch the video, I get tons of artifacting, especially in dark areas. Anyone know how to fix this? The movie trailers were encoded in H264 so I don't know why this is an issue.

Sounds like a data rate issue to me. Open it in QuickTime and review the data rate. Perhaps upon export you need to increase it or set it to automatic.

Can you post an example?

I know you sad you used the higest settings, but can you tell is what bitrate you picked? How many frames between key frames?
