tons of "fetchPersona" errors in usermanagerd.log

Seeing a spew of this, 10s of thousands of entries:

In UMSyncServer: fetchPersona entitlement failure:47090

Is this harmless or something that needs to be fixed?

Also, why is this daemon writing to /var/logs when everything else is writing to /var/log ?
