Tooltip problem in Safari

Hey everyone,

I am currently using Safari 8.0.7 though I have been experiencing this issue for a while now: the tooltip (see attached image) is appearing above the web browser rather than next to the linked text. Would anyone happen to know why this is happening?

(For some reason the cursor disappeared when I took the screenshot. I was hovering over "United States and Cuba," which is underlined.)
