Top menu bar always disappearing?

Hello,

As of late the top menu bar has been disappearing. I may close a program or come back from sleep and the menu bar will disappear and every window will gray out. I am unable to click anything (although the mouse will still move around and move the windows, I just can't click anything in the window) and the finder is completely frozen and i am unable to access anything forcing me to restart. What could be causing this problem?

EDIT: It is beginning to happen at closer intervals. And by interval i mean restarting every seven minutes.

Try reinstalling the OS.

First try repairing permissions with Disk Utility.
