Probably not.

Id be more tempted to go with Definitely not. The main reason being that Mac OS X's welcome screen has never been customized, and there is no support for "theming" as there is in Windows. In Windows, especially XP, you can theme your computer to look a certain way, and the theming engine is built-in to the OS so can be manipulated to do fancy things like that.

Best you could do is put up a custom wallpaper for your login screen, but that won't change the login dialog box itself.

Tinkertool System does allow some tweaking of login window settings, but not color, etc...
