iPod touch Touch app sync issue

I manage 3 touches on my iMac.
One of them doesn't allow any changes for Apps. The whole page is grayed out.
I have checked "Sync only checked songs and videos" which has no issues on my other daughters Touches.
What could be the issue here?
How can I trouble shoot and or correct this?

I also just noticed that she doesn't have the iTunes or App store applications on her touch either....strange huh.

Ok another thing....in Settings>General>Restrictions>it is set to ON.
She nor I have the code to put it to off. Could this be the problem?

I'd suggest to restore the iPod to factory settings and start from scratch.

Ya, just reaching for straws hoping for a quick fix. I have her trying a series of possible passwords first.
