Im too lazy so I stole another's post because it mirrors the issue Ive noticed, seems it's a problem for a number of people, myself included:

So I recently purchase the 2018 13inch MacBook Pro with Touch Bar. When watching youtube video and tried swiping the scrubber bar to the left or to the right of the touch bar to adjust where the video would play, the video stops and keeps loading. but when I use the mouse to do it, the video will start playing.
Is this a glitch or what?"

Tb also scrolls videos that are already on your computer perfectly, so this seems related only to streaming videos on youtube
