2018 Macbook pro 2018. 32 gigs fo RAM, 1 TB. The touch bar, when the computer is idle (i.e. no mouse or KB input) will have a bright, fast, flashing white light in the upper right hand corner. Seems this is a somewhat common issue. THe KB is also having issues.

Now I can replace the KB for free under the warranty program apple has. Does anyone know if when they replace the KB does that include the touchbar as well?
 
My understanding is it's the full top case assembly gets replaced if the keyboard is faulty. Which would be the top case, keyboard, touchbar, trackpad and battery.

Whether they'll still do it if something else is faulty or damaged in the top case assembly. I couldn't say.

Get the keyboard replaced.
It's under warranty.
The replacement is free.

When you get it back, it will probably come with a new touchbar, as the entire top case is replaced.

Why are you waiting?
This will cost you nothing, except the time involved in scheduling a visit to the nearest Apple Store.
 
Yes the keyboard will come with touch bar. They won't replace your keyboard with a new keyboard without a touch bar.

My MB Pro 2019 15" started to have that touch bar issue 2 week ago. 1/4 or 1/2 of the touch bar is starting blinking bright when mac is idle.... free replacement even if purchased after more 2 years ago ?

If you have a 2019 15” and not a 2019 16”, yes. But only if you also happen to have a problem with the keyboard (ie repeating keys, keys not working), an issue they basically don’t check for because it’s an infamous problem.
