Is there any method for allowing authorized touch id users into your phone, by adding their finger print, but setting restrictions as to what they can do?

For instance: I have Touch ID, but I want my sister to also have access to my phone. But I don't want her to authorize purchases while she's on my phone. Is there a way to do that in iOS 8 or iOS 7?

Nope, as of now that is not how Touch ID is implemented.
 
Without a jailbreak it probably won't happen ever. Apple is more focused on one device per person and not sharing. I agree that it could be useful to allow your kid's fingerprints to have access to a more limited profile, but I'm not sure we'll ever see that.

Actually that we might see. Full on multiuser accounts with different emails etc is what is unlikely
