It worked fine on my 6 Plus when I pick up the phone from a resting, screen-off state. I normally click either the home button or the side toggle switch and then touch my finger instead of typing in my passcode.

The 6S Plus is not requiring me to use touch ID nor is it requiring a passcode.

I tried turning it the phone off. As usually, the hone asked for my passcode like it always does after turning it off and on. But the after that it just lets me in again. No passcode nor touch ID required.

In settings I have it set to Require Passcode: Immediately
In fact that's my ONLY option. There is no other option.

Did you set up as new or restore from backup?
 
If you press the home button even briefly it's enough for it to recognize your finger print. So it may be working just too fast for you notice. Which is a good thing. Try opening your phone or pressing the home button with a finger you didn't program. If it stops you, then all is ok.

I suspect that it's registering your prints too fast that you think it's a malfunction.

Try tapping on the home button with a non-touch id finger, or press the sleep/wake button to see if it really unlocks right away

OMG! You are right!!!!

Instead of touching the home button I used the side toggle and yes, it did not open until I touched my finger.

Then I tried touching a finger that is not set up with the phone and it did not let me in.

Then I tried touching with a known finger and ZOOOOM! right in.

It's just that FAST!!!
