Touch ID prompting each and every App Store purchase?

I got a new iPhone 6 today and after registering Touch ID successfully, I went and redownloaded my purchased apps. On one random app I redownloaded, I accidentally hit cancel when the prompt came up to verify payment information (credit card CVV or something) but it proceeded anyways.

I've even gone into the App Store sign-in and put in the missing CVV.

Problem is now, the App Store purchase asks for password/Touch ID after EVERY "transaction" (I'm testing with free apps) -- does anyone know how to fix this?

I know that the verify CVV comes up 1 time on a new device the first time you make a "purchase" on it, but since I canceled on the prompt once, it's bugging me EVERY time for Touch ID/password.

Oh crap--am I remembering wrong and this behaviour is "working as expected?"

The only time I'm not ask to scan my finger is if I'm re-downloading a app I've already downloaded. Even free apps you have to scan your print . This is normal behavior .. No worries
