When I'm playing music or a podcast, this icon appears in the Touchbar (a circle with vertical bars in it), which lets me bring up media playback controls when in any app:

However, it will sometimes disappear, even when an app is playing that normally causes it to show up:

Researching the issue, I found several different terminal commands related to fixing a misbehaving touchbar / control strip, as well as a suggestion to simply start playing a Youtube video in Safari to restore this button. Trying these things, along with quitting/reopening the app in question (Safari, Podcasts, or Music) will eventually bring the button back, but it's not easy... takes numerous tries of all these things before it's successful, and I'm not even sure which one of these steps actually fixes it.

Hoping for a more definitive answer as to why this happens, and a more reliable / trouble-free way to fix it when it does.
